The lowest cost option is to travel with you regular health insurance from home. If you can get a letter stating you are covered international for emergency care, it's been sufficient for many people. We have had several guests that used letters from Blue Cross Blue Shield stating they were covered for care outside the US. Didn't even specify COVID.
