The trash receptacle might help but if not emptied when full, it will be as useless as the signs.

Yes. Mullet is one of the worst ones for litter.

One bin per beach isn't going to do much. Here in NY beaches at Jones beach the state has hundreds of trash receptacles from end to end with staff that maintains them all day!! Yes, you will find a few that think its someone else responsibly to clean up after they leave. I like others will remind them, that there mommy isn't here to pick up after them!!
