Yes it does/can be warm enough without a jacket. Depends on weather, but bright sun and no wind absolutely. But most times when we were off ship we would always take a light jacket. Not that we always needed it, but depending on what we did and the weather. For example you are walking around, did not really need it at times, but then we would grab a taxi tour to a glacier.
