Not sure of the details. It was anounced about 3 days before I came home and goes into effect next Monday.

If the boat will remain in the territory for more than a month you pay the $200 temporary import duty which is good for a year. The advantage is that once you pay the import duty you don't pay the daily cruising fee. I guess you have to pay for the cruising permit when you check in for enough time to get to the Road Town customs office.
