Add sugar to vinegar and stir until sugar has dissolved. Beat in milk until mixture thickens. To use for slaw, pour over slaw. Use a fork to blend dressing through shredded cabbage or matchstick broccoli. I wonder if you could sub Splenda for the sugar with decent results....might try that soon. I am also wondering how it would be with nonfat evaporated milk.
