Thing is, even when caught the thieves don't get punished. A couple years ago a kid was caught with a string of 4 stolen dinghies. His 3rd arrest for dinghy theft and released with only an admonishment from the judge to "get your life straight." I am surprised on a crime against tourists the judge was so harsh!
