Not necessarily. Most travel insurance contains language to the effect that if the "tour operator" (in this case the charter company) cannot provide the "tour" for which you purchased the airline tickets (specific boat or alternative for planned itinerary), coverage is triggered. Many charter companies have announced that they will not be back in business until December.
