When I read the article, I didn't see anything about parliament not being dissolved and elections not being called.
I could be missing something, but the way I read this is that parliament has been dissolved, but prior to that there was a vote of no-confidence in the government (the PM and cabinet, who are not in parliament). So the Governor basically booted both and installed a caretaker government (PM who will select a cabinet - which would otherwise have been selected by the parliament).
As I say, I am not totally familiar with the system, but that is what I got from the story based on my limited understanding. I hope someone who has more understanding can clarify.
