Probably just like many of the shacks on Kim Sha and operations at other beaches. Sometimes you get caught and sometimes you can operate a long time. You keep going until you are forced to stop and and then you either deal with it or you walk away. Although, as big as this project was, it would be surprising no permits at all were applied for.
