Just had a quote for a trip with Fly BVI in and out in June... they quoted the following for BVI entry/departure taxes...
BVI Airport Development and Screening Fee (EIS) inbound $37/pers. BVI Airport Departure Tax (EIS) outbound $20/pers.
Sorry - I realize this is confusing... The Airport Development fee is not payable on arrival, but is part of the overall ticket price collected by the carrier (this increases on March 1 from $25 pp to $37pp. The $10 pp Environmental fee is payable on arrival to the customs officer as Bradpitch92 says. The $20 departure fee is payable prior to clearing security as normal. Just a note - some airlines (at least Seabourne and InterCaribbean) include the departure fee in the ticket so you don't pay at the window near security.
