Has the requirement changed recently with respect to the customs sticker and the USVI. The USVI had previously been exempt from the customs sticker requirement when checking in as it was considered a User Fee. However at the time the customs sticker was required for checking into the Spanish Virgin Islands (and of course US mainland). This was prior to the ROAM app (program) existing. Is it the ROAM app that drives the requirement for the customs sticker or is now required for all vessels over 30' checking into the USVI? It is not a requirement to have a customs sticker to check in to the USVI. You have to have one for the ROAM app. If you don't have a customs sticker you have to show up at C&I in person. Everyone checking in has to show up.
