Last time I mailed something (deposit check several years ago) it was about 80 cents so the $1.15 mentioned previously sounds probably close. Timing is slow at best as once it leaves the US it is out of the control of the USPS. 2 to 4 weeks would not be unusual. Best bet would be to send it with someone you know going and have them hand deliver it. Or Fed EX/UPS. And that would be REALLY expensive if just mailing a regular letter.
