The hotel at Quito's in Cane Garden Bay is beautiful and newly built. You will be hard pressed to find any foodie places on the north shore but Quito's comes close. They are right on the beach for floating purposes. I have not eaten at Bananakeet but nothing else comes close in food quality to Quito's on the north shore of Tortola.

You could consider Anegada and stay at Anegada Beach Club. They have a proper front desk, a pool, and a great beach for floating. Foodie options at their restaurant, Lobster Trap (their sister restaurant), and Wonky Dog. All that said, Anegada is very quiet and laid back. Not much to do so if you need entertained, it's not a great choice.

Probably good options to be had on Virgin Gorda. Depending on budget, you might check out Little Dix Bay.

If you end up on Tortola, a few food options are Brandywine Estate, Rooftop by Brandywine, and Fantasia by Georgio.
