If the BVI does not allow flights by US citizens directly into the BVI, how is flying into SXM first going to help you, as you are still a US citizen. The entry requirements for US citizens going into SXM are changing yet again, by the way. Some type of insurance is now mandatory, although it's not clear what type of insurance.
