George--I agree. The article said the car driver was at fault, but I don't see how that could be. If the motorcyclist is behind the car and the car is turning left and the cyclist comes to go around the car and hits the car, maybe it's the car's fault if he doesn't have his left turn signal on? I had read this before, that regardless of whether or not the car is signaling its turn, it's at fault because it's turning.
