SailorSteve, Francis Bay is about a 15-20 minute drive to Cruz Bay. We recently stayed in Fish Bay and loved it. About 10 minutes to Cruz Bay. We were well up the hill on eastern side of Fish Bay as a point of reference at Sea Turtle Villa.
We have stayed all over St. John from Coral Bay to Bordeaux Mt. to Fish Bay and found Fish Bay to be the best for us. Close enough to Cruz Bay for dining out, yet very quiet.
Chocolate Hole seems a bit more built out than Fish Bay but I would suspect it is fairly quiet though. St. John is a great place, enjoy your trip.
