Carol, air space in SXM is controlled by Puerto Rico. If there is no "slot" available a plane that has been delayed must wait for a slot. We ran into that a few years ago. We were late leaving then sat on runway waiting to takeoff a long time. When we returned I checked why and was told about air space control.
