You're right and I know, we should have fastened our seat belts before leaving the curb. Lesson learned. My point was that, yes, it's the law, but 15 secs in the car and 2 tickets for close to $200, that's a little over the top IMO. A warning would have been enough but I guess they need $$$ there.
