I do believe that his "agreement" is not official, and he believes that if 'kept in the closet' or under the umbrellas' that no one will kick up a fuss. There is a CO beach in SXM it is also known as Club O. To venture elsewhere, is breaking the law. Whether the law is enforced or not, is up to the gov't/
You cannot have a 'hand shake agreement' to supersede a law.
