Daily Herald story I don't remember seeing water sitting around Toppers before. I wonder if people were even able to get down Billy Folly Road?

No idea but one would guess that low area before Atrium would have been a real mess and some of that probably is what was standing at Toppers.

Very well could be.
I see it a lot around here with new development. Pretty much now they have to build retention ponds for run-off. Years ago they didn't and I have seen older houses ruined from run-off from newly developed areas.
