Sad and ironic - the article says 70% of the homes have "collapsed" yet police are going around broadcasting from megaphones telling residents to stay inside their homes.

Neighbors are taking in neighbors and family. There are shelters. They are being told to shelter in place...not necessarily stay in a damaged home.
