I am proud to say that I am Lee Halley’s wife.

GOVERNMENT has been the culprit from the very beginning.
GOVERNMENT told Lee that there were no requests for the piece of land that Lee’s Roadside Grill currently occupies and that Lee requested in June 1978.
In 1984 Rene Richardson, under Claude Wathey’s GOVERNMENT, knowing of Lee’s land request, told him to go ahead and start his business, because that piece of land was Lee’s and so Lee started his charter fishing business (that is how things were done in those days).
In 1997, 11 years after the deed was issued, Notary Speetjens informed Lee that GOVERNMENT had issued the land to his real estate company Waters Edge Development. Documents show that in 1986, 2 years after Lee was already operating his business, GOVERNMENT issued two deeds to that piece of land. Acting Lieutenant Governor Kenneth Boyrard signed the deed at Elco Rosario’s notary office, to Al Wathey’s Conch Reef Hotel & Marina N.V. and Chief of the Finance Department Sarah Williams, signed the deed, at Joseph Gerardus Speetjens notary office, to Notary Speetjens’ Waters Edge Development, talk about conflict of interest, and NONE to Lee Halley. GOVERNMENT corrected their error and gave the land to Notary Speetjens. Look at that, GOVERNMENT CAN CORRECT THEIR MISTAKES IF AND WHEN THEY WANT TO. Another example is how Theo Heyliger’s GOVERNMENT took back the LeJuez’s family land in Simpson Bay, paper work took days to be processes and it wasn’t even GOVERNMENT land. The land was then long leased to the Venezueleans Goia brothers. According to the deed GOVERNMENT should take that land back because the project hasn’t even started to be built and it’s been more than six months since the deed was issued.
Theo Heyliger was on the radio a few days ago and said that “GOVERNMENT issues land on a first come first serve basis” well, that rule only applies when GOVERNMENT wants to apply it or when its convenient for GOVERNMENT.
William Marlin’s GOVERNMENT, intervene, getting Notary Speetjens to agree to a land swap. GOVERNMENT changes again and again, Sarah Wescott Williams’ GOVERNMENT did not solve the problem, Theo Heyliger’s GOVERNMENT did not solve the problem. Theo Heyliger did manage, right before he left his GOVERNMENT position, to issue the water rights to Speetjens’ Waters Edge Development knowing very well there was a land problem. William Marlin’s GOVERNMENT takes over and Marlin refuses to sign the deed because of the on going court case. Jerry Speetjens takes Marlin’s GOVERNMENT to court and the SXM court forces Marlin to sign the water rights to Speetjens. GOVERNMENT did not solve the problem.
Claude Wathey’s GOVERNMENT made 2 mistakes, one by issuing long leased land to a NOTARY when the GOVERNMENT law says that NOTARIES AND THEIR FAMILIES are not allowed to have long leased land issued to them and two by not taking into consideration that Lee Halley, a born St. Maartener, had requested the land first and was running a business for two years on that land when the deed was issued.
Yes, William Marlin and Christopher Emmanuel, right before they left their GOVERNMENT office TRIED to help and issued a 5 YEAR RENTAL agreement on kimsha beach with NO permanent structure, to Lee’s Roadside Grill. The only GOVERNMENT that tried or did something, again, to help Lee. Yes, we did pay the fee for a year, yes we did submit a building permit application, only to be told that it will never be approved. Hurricane Irma like most of the people on St. Maarten, caused so much damage to our home, our business, our boats and no insurance to help, making this TEMPORARY RENTAL AGREEMENT with a TEMPORARY STRUCTURE, that a hurricane could come and destroy this summer, a very difficult investment.
No, this 5 year rental agreement did not put us at ease, therefore, I cannot put our followers, our employees, our families and the St. Maarten people at ease. The Country St. Maarten court forced us to follow the law and closed our doors. Who can force or make GOVERNMENT follow their own laws?
The HONORABLE and CORRECT thing the St. Maarten GOVERNMENT had to do and now should do is to take the land back from NOTARY Speetjens or his son Jerry Speetjens and issue it to Lee Halley but you see “NO MEMBER OF GOVERNMENT WANTS TO NOR IS GOING TO OPEN THIS PANDORA BOX” this
is what Lee’s first lawyer was told by GOVERNMENT.

It is astounding to me that the people of SXM let this go on year after year--just keep voting in the same criminals. The answer to your question "who can force/make government follow their own laws?? You the people!! Read what is going on--take an interest, and vote these people out of office. It seems as if this island is so small that government can grease enough palms so the voting goes on and on and on with the same people who only care for themselves getting elected. If all of you really want Country St. Maarten, stand up for it--make a difference!!

I guess we shall see this evening.

Messed up and terrible situation. On the other hand, we saw it French side too, whenever anybody tries to clean up the database for the longterm somebody, who cant substantiate their rights (rightly or wrongly) is gonna hurt.

Property rights are critical to societal health and both sides need to get rightful ownership of things cleaned up to avoid these “misunderstandings”
