Yacht Insurance for larger vessels (greater than 26-feet in length) will cover property damage liability, even to things on dry land. It was one of the products we sold at the property & casualty insurance company I worked at before retiring last December. For smaller vessels such damage will typically be covered under your standard homeowner's insurance policy. For people with larger boats an 'umbrella' policy that covers boat, home, and car can sometimes be good value and condenses everything into one policy. I did not develop our yacht insurance language where I worked (my specialty was commercial automobile insurance), but one my co-workers handled that line specifically along with personal watercraft insurance (i.e, jet skis).

Boaters are responsible for any damage their wake causes to land or other boaters too.
