I'm not sure I am understanding his proposal completely. He's proposing pay without taxation to those working in a civil capacity on Dutch St. Maarten for one month to increase their spending ability locally? A type of stimulus to increase their net take home pay. Why is this such a bad idea when 75 percent of the population lives at or below the poverty level? He may be presenting this wrong, but it could help.

Because the government is running a deficit now. They can't afford to collect less taxes.
