While I can't see anything identifying in the image, I'm a fan of Zydeco so with the squeeze-box and washboard I'm going to have guess New Orleans.

Scratch that guess - I saw the "River Island" store and made the mistaken assumption that they exist in the USA, but I believe that the they don't. Add in the cobblestones and the backpacker I'll amend my guess to Dublin. I worked there for a bit and loved it - despite the weather. I not only tried the James Joyce new-bar-every-night-for-Guinness but learned to how to correctly spell and pronounce "Siobhán" while there smile

Ok, so what appears to be European coat of arms on flags, that big metal thing left over from WWII, what’s left of the front of a building that was probably bombed, a lot of people waiting for something, and I still have no clue!

The metal object looks like a sculpture of some sort, perhaps a memorial considering the apparently bombed out building wall. I've seen things like that in England. Plymouth?
