3 calendar days ahead of your travel. If you flight is anytime on Saturday than you can submit your application starting anytime on Wednesday.

I communicated with someone from the St. Maarten Tourist Bureau listed on the EHAS website. She responded very quickly to my email & yes, you may fill out the form 3 days ahead. Yep. That's what it says on their website.
