Do fully vaccinated children under the age of 17, with fully vaccinated parents have to take the proctored Binax test prior to leaving the BVI or only the parents.

Currently the US requires a test of anyone arriving by air over the age of two. The USVI requires anyone traveling internationally over the age of two tested unless arriving from a domestic location in which case it’s five.
