While it looks like it could be a good start, some are too far gone by the age of 16 to be helped. Perhaps starting a few years younger would be a better solution?

Seems that anyone who can buy a motorbike can buzz the island at free will with no regard for the traffic laws!!! Confiscating the bikes might make them think twice about operating without a licence???
