I doubt that SSBB is closed, but don't know firsthand. The beach cam on the other hand seems to come and go whenever it wants. Past experience tells me that it will come back eventually.

Since they posted on their facebook page yesterday, I do not think they are closed. The webcam has been hit or miss for some time now.
