It does say riders will be required to "follow specific safety requirements". What that means and how effectively it will be enforced is the real question.

On the French side scooter and motorcycle riders are required to wear gloves as well as helmets. I rarely see the glove requirement enforced.

I like it but it is proably just more political lip service. Lets see if they really do anything but talk.

I lived in Daytona Beach and saw SO MANY PEOPLE win the Darwin Awards on straight and level, dry roads. Mix cars and scooters/motorcycles some people are gonna win the VERY SAD LOTTERY with/without a helmet.
