How does the Pedros beach section work? Do they require meal/beverage purchases? Or, is it just a chair/umbrella for a fee? Is there clothing optional use?

No, you don't have to buy food there. I think you can use their chairs nude, but personally I would not want to because you will most likely end up in some rude person's vacation snapshots, taken from the restaurant.
