They are always there....most times covered by the sand.
I've been there when it has been all huge rocks...and I have been there when there are no rocks ..just beach sand

The rocks were placed there many years ago to prevent erosion from taking away the road to/from Beacon Hill and to protect the length of the runway. Many times during the year, Mother Nature covers the rocks with sand and she also takes the sand away at times. I've seen sand over the road and no rocks visible and I've seen it so rocky that you couldn't walk from Sunset to Driftwood except on the road. It'll come back.
