It was dark so in a dinghy he was probably hugging the coast. Might have racked up on the riprap Nanny Cay is laying for the expansion.

As well marked as the reef is between the Anegada Reef Hotel (that should be a hint) and Neptune's treasure, people are always running their dingy aground on it.
