We haven't been to Mexico since 1993. I've asked a few friends who've gone to Mexico in the past few yrs, 50/50 on using both.
I remember it was best to use US dollars when haggling on items. Now I don't know.
Should we be getting Peso's and small American money?

Definitely pesos. Get a small starter supply from your bank if you can or maybe ATM's in CUN airport. Otherwise from a secure (bank) ATM where you are staying visiting. Free standing street ATM's are not as secure. The cambio's give a worse exchange rate.

If CUN APO, where upon arrival side?

Like Chunky said, In the airport.

There are safe, convenient ATM machines just to the left as you come through the glass door after customs in Terminal 3. The car rental counters will be directly in front of you and the gauntlet of Time Share people to the right, between you and the exit to transportation.

Assuming you are coming in from JAX on an American airline, you will most likely be in terminal 3.

The exchange rate at ATM is almost always better than at a cambio exchange booth. After all, they are there to make a profit on tourists.

Transaction costs vary with banks.
