On most cell phones, holding down the 0 key will generate a +, then dial exactly as shown, 590 590 529 463.
If you store it in your contacts list as +590 590 529 463 it should work just fine. I store any phone which I might need to call from both the US and on-island that way.
The + is the international access code, the first 590 is the country code (like 1 for the US), the second 590 is the city code (similar to a US area code), and 529 463 is the individual number.
