Anyone know if there is a boat charter from BVI or USVI that has a clothing optional charter?

There are term charters. Just let your charter broker know your interest. I do not know of any day charters, but you should be able to contact some of the day boats and ask.

Talk to a charter broker they should be able to find you a boat.
