Customs is an interesting place to visit I think you might have been in the wrong line. When we check into Soper's we check in on the west end of customs where there are 2 doors, one for checking in and one for paying, ferry passengers do not check in with private or charter vessels. If there is one or two people ahead of us, it's a lot.
