Your comments about the problems between the BVI and the USVI are real. The local day charters try to stay in the USVI to save money and hassle. Even going over to the BVI by ferry is a huge inconvenience. The trip to JVD used to cost $45 or so. Now it's $88 AND a $20 departure tax. It has become easier to stay home...
