Or just some words on paper that never got executed(signed) by ALL parties? There is plenty to do for families on Tortola and St. Thomas. On day one we usually send one of the adults off with the kids to a pool or other attraction with plans to leave late in the afternoon. That is a much more vacation like approach for most families.
