I think the plan is to move the airport fence back closer to the ocean and take the road out altogether. Then people who stand in the jet blast would be further away and they can only be blown into the ocean. But you're right, people will still stand in the jet blast, and the end result will seriously inconvenience everyone in Beacon Hill.
