Totally agree. Most riders that I have encountered on the island have the same poor/illegal riding practices. The helmet is a minor issue in the grand scheme of things.

BTW, as of 2017 California was the only state that addressed "lane splitting" as legal. A few other states did not mention it so it would be up to the judgement of law enforcement.
