My understanding is that it will be part of the current website where you go to get your approval to fly, so you won't get your approval unless you pay for the insurance, at that time. As to whether it will actually be ready to go by the first of the month, who knows? The Tourism Minister has been working on requiring this, since all the way back in the summer.. She is finally getting her way.
