When you submit your application to EHAS, a pre-authorization / charge hold is placed against your credit card for the amount of the insurance. This will show in your online banking as a pending charge. If your application is approved than an actual charge is placed against your card and the pre-authorization is released. If the pre-approval of your EHAS application doesn't happen than the your pre-authorization will be released.
Similar to using your credit card at the gas pump, when the pump accepts your card, it is doing a pre-authorization for the maximum amount the pump is allowed to charge, usually $75. At that point it is freezing $75 of your credit pending the finalization of your transaction. When you pump $45 in to your gas tank and finish by hanging up the nozzle, your card is charged for the $45 and the pre-authorization of $75 is released. A similar thing happens when you rent a car and they take that extra deposit, it's a pre-authorization that freezes that amount on your credit card.
