To take the question at face value - in my experience there are many days/times of day where the is little going on at the WT. Because someone always has to be aboard anyway, the opening hours are generous.
Just go at any time there is not loud music or rowdy crowds (95% of the time?). We have never felt our personal safety was at risk at the WT.
