Sorry but you're thinking of someplace else as the Arby's was definitely upstairs as the stairway was on the outside left of that building. Timeframe 1990's. As a matter of fact I know I have pictures taken there looking out the front arched openings toward the water. I'll dig around later today , find them, and post.
