We will be at Peter Island for a week. Would like to rent a boat with captain (prob Feb 8 or 9) for one day of island hopping and snorkel time. Any suggestions? We will plan our day based on cruise ship schedules and the swell, but would love to make it over to JVD / Sandy Spit.

Both JVD & SS are worthwhile destinations, but might I suggest a run up the Sir France Drake to Virgin Gorda and a stop at the Baths? A great option if crowds are low and a nice lunch at "Top of the Baths" wouldn't be a horrible choice.
