On net after BVI duty liquor will be a bit cheaper on Tortola. Te main thing I see brought in by the locals is monster bundles of toilet paper and paper towels.

Depends on the mood of Customs that day. The may wave you through or they very well may charge you duty. Be sure to declare the items and keep receipts. I've heard from a couple people who have been charged duty on things they have brought along. With the current state of affairs, I wouldn't be the least bit surprised to see them generate revenue this way.
