Do they seriously think anyone will return these stolen goods? I love the part that says they must identify themselves and will still be given some sort of sentence. I doubt they will get many takers on their offer.

They have arrested quite a few people for looting already, so I guess there is some incentive. Daily Herald storyDH is having some issues again, but the story basically says they arrested nine more people yesterday..
