I think they are. But I can't imagine them paving the road until some recovery work is done. Big trucks will just tear it all up again.

Probably each of the individual businesses that need construction trucks to come in and out on that road. Wait until there won't be heavy equipment daily I would guess?

When we were there in March they were still installing the underground cable. With all due respect, it was on island time, :-)
