Could be that there are charter flights to be leaving out of Juliana today to take them home. Folks who work on cruise ships had a very hard life before Covid 19. Can't imagine their plight now, these many months after the no sail orders.. There is also a Royal Caribbean ship sitting out front of Royal Palm, visible on the SXM Island Cam.

Looking at Port Cam. I imagine that the 3 Carnival ships are in port at the same time to facilitate crew transfers between ships to get them home more efficiently? Keep in mind that ships running in warm layup (term used when ship isn't being used) still require about 120 crew members. So they will still need to dock to get provisions for the crew from time to time.
